Stéphane Linou

FORMER GENERAL COUNCILLOR OF THE AUDE, CONSULTANT AND TRAINER IN FOOD RESILIENCE AND NATIONAL SECURITY

He is a pioneer of the Locavore movement in France, a volunteer fireman, an auditor of the IHEDN, an advisor in local development and risk management, a trainer at the Institut Supérieur des Elus, an author, and a consultant.

He was the first to give a detailed description of the various vulnerabilities of our food systems, which have now been brought to light by the COVID. He carried out this premonitory survey within "worlds that still speak to each other too little" (defence, agriculture, security, food, risks, civil society, local authorities, associations, consumers). It analyses an unthought-of issue and suggests answers to this timeless and essential question: Are we really prepared for a food shortage?

For several years now, he has been focusing on the themes of resources, the security-defence continuum, governance and adaptations.

From his experience of his mandates as an elected official, Stéphane LINOU then published in June 2019 a book-investigation resulting from a Master's research thesis specialising in risk management on territories, entitled Food resilience and national security, winner of the "Preventive information and resilience of territories" prize at the National Forum on Major Risks and directly inspired the Senate.

He notably trains elected officials by alerting them to the non-resilience of their territory with regard to food and public order risks.

Several municipalities have agreed to his proposal to integrate the risk of food supply disruption into their Municipal Emergency Plans.

Finally, he is the designer and leader of the Tour de France Locavore Challenge "I'll come and eat locally at your place" (to be able to make a local, chic and cheap festive meal).
